HORIZONT3000 Austrian Organisation for Development Cooperation is an Austrian NGO working in the field of development cooperation with its Head Office in Vienna, Austria and field offices in Uganda, Mozambique, Nicaragua, and Papua New Guinea.
In East Africa, HORIZONT3000 started its operations in 1988 in Fort Portal District in Uganda, by the name of Austrian Service for Development Cooperation (OED). This name was changed to HORIZONT3000 in 2001, when OED merged with two other organisations. Today the Regional Office East Africa is situated in Kampala in Uganda.
HORIZONT3000’s vision of is “to ensure that all people are entitled to equitable and decent living conditions and self determination, regardless of their cultural origin, sex or religion”.
With the mandate of our member organisations of the catholic development sector; HORIZONT3000 specializes in the monitoring and implementation of projects as well as provision of experts in developing countries.
HORIZONT3000 sectors in East Africa
HORIZONT3000 East Africa focuses on three main sectors.
Sustainable use of natural resources; HORIZONT3000 is actively involved in making the use of natural resources sustainable, concentrating on water and sanitation and renewable energy.
Six hospitals in Uganda have benefited from the ecological rehabilitation projects, having reliable power supply, water supply systems, and improved sanitation. These include St. Marys Hospital Lacor in Gulu District, Maracha Hospital in Maracha District, Matany Hospital in Moroto District, Holy Family Hospital in Zombo District, St. Joseph Hospital in Kitgum District and St. Francis Hospital Naggalama in Mukono District.
Integrated rural development; HORIZONT3000 interventions aim at securing livelihood by increasing and improving agricultural production and facilitating access to markets.
Through working with several organisations, hundreds of farmer organisations and small entrepreneurs in Central and South Western districts of Uganda have been supported. A fruit drying plant; the first of its kind was established in Iganga District in partnership with Africa2000 Network Uganda.
Peace building, conflict resolution and human rights; political and economic crises are leading causes of poverty, as are ethnic and religious conflicts. HORIZONT3000 does not aim to repress conflicts, but rather transfer them to a non-violent level, where they can be peacefully resolved.
The focus is on access to justice and post conflict development. This means, above all, encouraging the development of civil society.
HORIZONT3000 Programmes
HORIZONT3000 East Africa has two programmes.
Financing Programme; HORIZONT3000 finances and monitors projects developed and executed by partner organisations (church-based organisations, government bodies and local NGOs). The funds for these projects come from several sources, most importantly the Austrian Ministry of Foreign Affairs/Austrian Development Agency, member organisations of HORIZONT3000, the European Union, Africa Development Bank and other official and private funds.
Technical Assistance Programme; In East Africa, HORIZONT3000 sends qualified professionals from European Union countries to strengthen partner organisations in Kenya, Uganda and Tanzania. The targeted partners are intermediary level organisations. The programme focuses on the above sectors and plans organisational development and strengthening of institutions.
